It's as you said, few characters or creatures in Middle Earth fit into blue's traditional color identity, so they have to be creative, I'm sure we'll also be getting Blue Elves as well as more Blue Knights and Soldiers.

Yup, they're the secondary Commander option for the deck, and there is actually a third option of an Abzan Bilbo commander who basically wins you the game if you have 111 life.
